Reengineering the Patent Office

Here’s a riddle: What engineer doesn’t do engineering or work on technology, but has a potential impact on virtually every engineer and technology? The answer is David Kappos. Kappos, a UC Davis electrical engineer with a Berkeley law degree, rose among the ranks of intellectual property lawyers and was leading IBM’s IP group when President Obama tapped him in June 2009 to head the U.S. Patent and Trademark Office.
