Rather than state "Microsoft’s switch to ARM", it would be more accurate to discuss "Microsoft's addition of ARM support" to Windows 8. I'd guess that the real losers with this move are the Android vendors, not Intel.
The big challenge for Microsoft is that, in the same sense that Intel's expertise is not in low-power applications, Microsoft's is not in low-processor-demand applications. They have tried a number if times with variations of WindowsCE to take the low-power market without success.
Maybe eventually MS will get the Windows performance demands down low enough to become a viable solution on lighter weight processors, but they have the same job ahead that Intel does in its efforts to reduce power consumption.

One big question is how reliable and stable Windows 8 will be? Windows 8 must have quite few unique feature to compete with Android. Intel may move towards supporting Android on Atom.

Yeah, Windows on Itanium REALLY knocked the wind out of AMD x64. What exactly is the benefit of an ARM notebook? To provide equivalent performance it will consume more or less the exact same power (as the PowerPC proved, there is nothing magical about RISC when it comes to decent performance), and have 1/10th of the software available on a Wintel notebook.
It is really getting tiresome reading these predictions. The same thing was said of Trasnmeta, then Via, then AMD, now ARM. Give me a break. Now repeat after me... you do not knock an 800-pound gorilla off their perch by playing their game... you do not knock an 800-pound gorilla off their perch by playing their game... you do not knock an 800-pound gorilla off their perch by playing their game...

I agree with most of this. I was an early guy on the PowerPC team at Motorola and as you say, taking Intel on a game they understand (performance) is tough. We believe that the primary difference here is around business. The ARM model, where we do not (and wil not) make chips enables silicon companies to innovate. You see today significantly higher levels of integration on ARM based devices. This drives lower system power and lower system cost. Almost certainly with less GHz than you will see in the x86 line up. Beyond that it is about providing choice to end users and this is the exciting piece about Windows 8 being supported (and already demonstrated) on ARM technology. Some users will have tasks that need ultimate GHz and/or a large amount of legacy x86 assembler code. They will stay with x86 for a long time. For others (and many studies have shown that many people are not needing all the horsepower of the latest desktop processors), ARM is a comeplling choice.

Headline here is a bit misleading. It's the beginning of the end of the Wintel DUOPOLY.
But not quite yet. I don't expect the ARM partners to go after even mainstream notebooks immediately--its the tablet they are after as Dylan notes. Maybe in a couple years notebooks, then later desktops.
Wintel PCs will live on for years and years. They just won't be the only game in town starting soon-ish.

There are a lot of reasons for various vendors to jump to WoA alliance. For consumers, I believe the fewer change and the more gain; the better. If I can spend less to own a feather light laptop which can last for 8+ hours with 1 charge, I will not ask for more. However, with all thing considered, I am making an assumption that the laptop performs reasonably if not better than the equivalent Wintel laptop.

I didn't buy the article, but I have wondered about the ramifications of Windows 8, which is supposed to run on either the x86 or ARM architectures. So the question is, I gather, whether PCs themselves will migrate to ARM?
Any ideas why a PC would want to migrate to ARM? Lower battery drain, for notebooks, I guess. But what about the downsides?

It's my understanding that at this point none of the ARM-based chip vendors that Microsoft is working with (TI, Nvidia, Qualcomm) are actively working on PC designs. All are focused on mobile devices (tablets, etc.) because this is where the biggest perceived advantages of ARM-based chips lie. But as the article states, there are some compelling reasons to consider ARM-based chips for PCs (sorry, no spoilers).

ARM Supports various mutimedia instructions in the form of SIMD. There were lot of proven mult-core architechure exist with ARM cores. It's Windows that is get benifited if they port it on ARM. The same applications can run on both PC and Embedded
